OK, I found this photograph from back in 2010. So, there is the Patriarch of Moscow, and he does not appear to have any wind touching him. Then, there is the Patriarch of Constantinople, and he looks like he is in a windstorm! Between them is the President of Russia. The side of his coat next to the Patriarch of Constantinople is flapping up. The side next to the Patriarch of Moscow is only slightly so.
So, while I have no answers, I found myself wondering what is going on here? That is quite a well-aimed wind. Of course, one possibility is that the Patriarch of Constantinople is experiencing the wind/breath of the Holy Spirit. But, I am likely to get in trouble if I were even to suggest that. So, perhaps I will simply throw this open to the readers. What caption would you suggest for this photograph?

Is that a cross on the head covering of the Patriarch of Moscow or is it a cross on a cathedral in the background? I would think the latter.

All Orthodox bishops have a cross on the crown of their mitre. They are supposed to be living under obedience to the cross. And, they are supposed to be proclaiming the cross. This does not mean that they always do. But, supposedly, the Cross of Christ is supposed to be their glory, their focus, their proclamation, and their willingness to imitate unto death.
